Any of the modern Raspberry Pi variants can definitely run hot. Some sort of cooling solution is a must if you want any reasonable level of performance out of it.
This particular solution by WaveShare uses the Pi 5 interface that supports PWM and RPM sensor for active control and offers top and bottom cooling which acts as an enclosure.
